    If I get what you want, try this.

    Select and copy the Motion Tracking keyframes you want to convert into a mask.

    In the layer you want the mask, with the Pen tool, make a point to set a keyframe for mask Shape. (You need one keyframe to paste onto)

    Twirl down exposing the mask, then Mask Shape. Select the Mask Shape and Paste in your Motion Tracking keyframes. You should have a mask shaped like your tracking points. You can animate the mask shape over time with keyframes (see help files).

    Hope this is what you wanted to do.

  • You might also think about using Shatter, like in this tutorial:

    You should be able to use your PS files, or modify them to be like the AI files he uses. You need to make a Shatter Map (White letters on black).

    An alternative, fast and easy, is to make your newspaper all with AE’s text tool (you can use wingdings for shapes also), and to use one of the animation presets,
    like “Raining In Characters” or “Drop In Characters” (see the help files, “Creating and Animating Text 6.5>Gallery of Text Animation Presets”.

    I’m checking out the demo of Particle Illusion and WOW. The cheaper version (SE) is only $99, and I’m going to start there. Flowing water is no problem. You can even add flowing octapus tentacle out of the box.

    The SE version is good for 30 days demo and looks unwatermarked to me.

    This might work for you.

    Dup the layer, and put the Turbulent Displace effect on the top layer, animating the Offset(Turbulence). Mask the top layer to isolate the pulses to the power line area.

    At the 90’s you will probably need to split the layers and add a new mask to the line.

    You can always run the Bulge Effect along the line similarly.

    If I understand what you want, you should make a com wide enough to place all 10 of your images, plus one more, a repeat of your 1st image, and place the images side to side, 1,2,3,4,5,6,7,8,9,10,1. Now drag that comp into a new comp, the width of the new comp being the size of one of the images (I’m assuming all the images are the same size). Then by changing position keyframes over time, scroll the images (I did left to right). At the moment the last pic (repeat of #1) snaps into place, then go back one frame (to avoid the “jump”) and make this the end of the work area (“n”). If you render out, then loop this footage you should be OK.
