As far as applying Effect Presets – You don’t have to go into each layer and copy paste.
I just used a 10 effect preset (10 different effects)on 104 layers each of the 104 layers ended up with 10 effects). It took 37 seconds, my machine is not the fastest.
Select AS MANY layers as you want. Then Animation, Apply Preset > Choose your preset.
You do have to take a minute or two (or leass)initially to save a preset.
Animation presets can include more than just effects, also expressions sliders, and probably more. As far as importing and batching files, that is a script thing and aeenhancers is great for that.

I don’t think you need a script to do what you want.
Save the combo of effects as a preset, then select one or more layers up tp all layers in the comp) then Animation > Apply Animation Preset or Recent Animation Presets, and choose the one you just created, and on the next comp it’s even faster as you’ve already created the preset.

Actually, I read you question and then tried to figure out how to do it. I just got the Meyer’s book Volume 2 and there’s great stuff on expressions, between that and Dan’s Stuff (he’s in their book too) I’m trying to learn expressions. So I try to patch exsisting expressions into what I want to do.
Dan probably has a cleaner way to do this, but short of a brain transplant, my hack is the best I can come up with.

It looks like they filmed squirting a colored liquid into a clear liquid. Some of the leaders at the top have done this kind of stuff with black dyes into clear water, I think, to get those liquidy mattes, like in X-men.

Maybe try the new effect in AE7 “Smart Blur” (30 day demo at Adobe).
Or Remove Grain in AE6.5.
