If you do want to replace the car, couldn’t you just do a one frame (Comp>Save Frame>File) Clone-fix of just that area covered by the car (or go take a pic of just that area), then motion track that onto the clip. You’d have to roto the actor, but one frame should be OK.

New Solid with Render > Ramp (Linear Ramp-default), rotate that 90 degrees. Animate the move of the Linear Ramp layer, Position it off screen Right, set keyframe, move down the timeline, position it off screen Left, there should be two keyframes.
Make a new Green (or whatever color you want the “Radar Sweep” to be). 0,255,0 make that nice fluorescent green radar look. Drag it Below the Linear Ramp Layer. Set Mode to Add, and make it a Luma Track Matte.
You can adjust the look of the “Radar Trail” by changing the Start Ramp and End Ramp values (top Layer), Ramp Scatter, and Blend with original.
