You could apply a compound blur effect and use a gradient layer to drive the blur.

You could try motion tracking it with something like Mocha, but it might be faster just to keyframe it by hand.

Are you able to go to File>import and pick the Adobe Premiere Pro Project option from that flyout menu? I know it’s not exactly what you’re trying to do, but it’s a troubleshooting step (it’s also the way I prefer to work, but that’s another discussion because whether or not it’s the best option for you really depends on what work you’re doing).
Also, try opening your Premiere Project in CC 2019, saving it in a different folder with a new name and try using the Dynamic Link option again.
When you say, “forced update”, what do you mean? Who made you update? If someone is in the middle of a project, I usually recommend they stick with the versions they are currently using and only try the new versions out when they start a new project. (Unless the newer version has features they need or fixes major bugs they were struggling with…)

There is currently no way to do this. You can create the text like this in one of those other Adobe apps and bring it into AE, but there is no way to do this natively in AE and no way to animate once you bring in the non-native version.
There is, however, a way to make it happen (well, to make it more likely to happen). Get everyone you know to vote on the feature over at the AE Uservoice. The After Effects team does take note of the features there and the number of votes DOES make a difference! As others have said, H.264 isn’t legacy. H.264 inside an MOV is considered legacy. It was never really supported by Apple in the first place and it had some…interesting bugs.
