It just looks like three copies of the layer masked out and animated on the x-axis. Maybe a bit of distortion on the edges, but it’s hard to tell on this YouTube video.

That would be a lens flare moving across the screen. When it flashes big and bright (and fills the screen with white light) the text changes.
Simply create your two texts, make a lens flare (Effects>Generate>Lens Flare), make it be big and bright for a few frames, and make one text go away and bring in the other one at the same time.
Now they’re using either Knoll Light Factory Pro or (more likely) the lens flare plug-in that they’re creating for their lens flare, but that sort of transition can be done with the stock lens flare if you want to.
They’ve also jazzed it up with some animation on the text, etc. but that’s all just basic scale animation or 3d position animation. You do that by pressing selecting the layer and pressing s on your keyboard and keyframing the scale property.– The Great Szalam

As I said in the basics forum, where you also posted, you may be able to use motion tracking to track a black solid onto the license plate. This page from the AE manual has information about motion tracking (and includes links to tutorials and other things such as the Mocha tracker that ships with AE CS4.)

You will have this issue on any computer you try it on most likely. The file you’re outputting from AE is (probalby) a lossless, high quality file. Which is fine for bringing into Premiere or Final Cut.
Why? You ask.
Because the data rate is too high. It’s nothing to do with your processor or RAM in this case it’s hard drive speed. Unless your running a good RAID setup you will not be able to play that file back.Use Adobe Media Encoder (or some other encoding software or video editing program, but NOT After Effects) and encode the file as something more playable such as a WMV or a Quicktime with the MP4 or .H264 codec.

This thread from the main AE forum on the COW may help you. There are some expressions used and several suggestions given (i.e. Mercury Jones) that will probably be of use and may save you some time.
(I found the thread using the oft-neglected search feature of these forums by searching for smooth scroll or smooth credits, I forget which.)

A key depends on a lot of things to look good. The number one thing is good lighting.
Also, Keylight isn’t terribly intuitive. Read through as much documentation on it as you can. It can pull great keys even on smoke and windows if you’ve got good lighting and a good camera (you’ve got a RED? Jealous!)To be fair, Avatar had a huge team of people who worked on the post production for quite a long time. It was probably one person’s job for a month to get that one hair to look right. So yeah; it’s unlikely you’ll get that level of amazing with a small team of people under a deadline (or, like I’ve often done, by yourself with an impossible deadline.)

Sorry; I’m out of ideas then. Although I wouldn’t be surprised if the Matrox card is doing something, but only because we’ve had terrible time with our AJA card with AE. (Works relatively well for Premiere though.)
