You need a video out device. On the cheap, a DV bridge about $100-150. This will convert the FW DV signal to analog and will have RCA and S-Video to hook up to the TV.
The best way would be video card from Blackmagic (they start at about $200) or box either the AJA Io LA to Matrox MXO (not the MXO2) the Matrox gives you a great way to calibrate the plasma while the AJA does not. These are both about a Grand.

FTP works in the background also. I pay $140/yr for complete hosting with unlimited storage and bandwidth. this is not a right wrong type of thing but I would rather have the fastest up and down. Both for me and the other person. Oh course I would rather hit myself with a hammer than try to teach someone how to use FTP software to upload something to me. So these site are extremely client friendly in that way.

CBR at 6.4Mbps is what is needed for that length with the use of AC3 audio at .192Mbps.
Because of the advice to use DV resolution, if he is just talking about the resolution that is one thing. You never want this workflow to touch DV codec.

2 Pass VBR is not better than 1 Pass, it is more exact with the final bitrate average. 1 pass VBR can be way off from the set bitrate average. So just like the CBR in the pulsing spots the 1 pass is encoding at a higher bitrate. With 1 pass think of your average bitrate as a hopeful suggestion to Compressor. Unless you show us the problem titles we are all just guessing.

The only way to do some parts as VBR and some at CBR would be to encode the sections and then join them with a program call mpeg append. You will need to be very careful that you don’t duplicate a frame or leave one out.

Okay, two things to try.
Nest the sequence in a SD ProRes anamorphic (make sure it is 720×480 and not 486) framerate needs to stay 23.98, and field to NONE. Then try the export and compressor or send to compressor.

Take the HD QT and in compressor turn on Frame Control and set to best. You can set In and Out to just do a sample of the problem area. This is a long encode, I would test with CBR then if you get good titles and want to go back to VBR you can do it overnight.
The pulsating is something I don’t know about. Closed GOP should have nothing to do with that. I assuming you have not changed the GOP structure.
Let’s see if any of that helps and we will go from there.
Also how are you viewing the encodes?

don’t create from FCP, export a movie, than use compressor or other software to create your flv.
