If you would like to minimise or remove the flicker you can add ‘Flicker Removal’ by:
Right click on the clip in your timeline and select ‘Field Options…’
And the select ‘Flicker Removal’

If you make each track taller by clicking and dragging up on the line break, or by using your mouse and scroll up whilst hovering over the track.
You should be able to right click on the track and rename (only when the track reaches a certain height)

I am not aware that you can export the titles as a file.
But what you can do is use ‘Media Browser’ to browse into the first project and import into the second.

I am in the same position, the CC process through Premiere is so tedious and time consuming.
I have not tried any third party applications though, are there any simple ways of converting a transcript in a .srt file?

We have the media on a Terrablock server, and have tried moving all files to the local and exporting back to the local, with the same issues happening.
Multiple machines have been tried and exports from both media encoder and premiere with different rendering options selected.
