Sounds like your footage was shot either regular interlaced or with pulldown. It sounds like you are describing interlaced lines of video displayed progressively.

Is there a reason you are trying to cut it in a 23.98 timeline? What is your delivery format?

If the footage was shot with 3:2 pulldown, you can reverse telecine the clips in Cinema Tools and make it 23.98 progressive and cut away.

If it’s interlaced, you can apply a deinterlace filter, and depending on the setting, you’ll either double the fields or create a motion blur because of the difference between the fields.

Also, check your field setting (lower/upper) between your clip and timeline to make sure they match.

I had this problem when the projects were opened and saved on a Leopard system. I had to roll back to Tiger 10.4.11 and was able to open them on that system. This is the first time I’ve heard of a Tiger system not opening them. I thought it was a Leopard issue. Are you trying to open them straight from the DVD or are you copying them to the internal drive and opening them there?

It sounds like a good time to install FCP Rescue:

    https://fcprescue.andersholck.com/

It’s a stand-alone app that backs up a lot of your user preferences and settings and allows you to trash and restore those settings. I’m pretty sure that it will back up your window layouts and restore them when you have a hard crash. Good luck.
