You need to capture over firewire after loading the DVCPRO HD – 720p60 Easy Setup. Then, you need to download the Panasonic Frame Rate Conversion tool from their website:

Quit Final Cut, install the tool, launch Final Cut and select the captured footage in the browser window. Under Tools in the menu bar, choose DVCPRO HD Frame Rate Converter, and if you captured the clip correctly, it will recognize the flags and give you the options to convert the 720p60 to other frame rates.
