Flash them off and on by using the sequence replicator behavior, adding opacity, setting to 0, through, random, with lots of loops to speed it up.

I’m not sure the sequence replicator is going to get you there.
The best way to approach this is going to be to use a text layer instead of a shape or graphic. By using Edit > Special Characters you can insert a star symbol and then copy-paste it.
The advantage of a text layer is that you can set the Type (in the Layout pane), then set the Path to Geometry, then you can keyframe the Offset parameter to animate the series of characters (stars) along this Motion path, and they keep their relative positions.

When you consolidate a project, event, or library that contains compound clips (or multicam clips) that reference clips from outside the current library, those clips are also copied into the current library to make the library completely self-contained. If both libraries are on the same volume, hard links are created instead of copies to save on disk space, but the basic concept remains intact: libraries never depend on other libraries, no matter how you move or copy clips or projects between them.

There are existing star shapes in the Library you can use. You replicate them to Geometry and put the motion path in the well. Doing just the semi-circle is relatively easy. If you want to fly them in from the foreground, twisting through 3D space, that takes some more effort and knowledge.

I suggested it for color correction, I don’t recall suggesting it for white balancing although it is your best option inside of Motion. You’ll need to turn on the RGB values to show at the top of the Canvas to determine if you are balanced or not.

Yes. Frankly I would do this in FCP X, the auto balance feature will do it in a split-second.
