    I’ve had similar experience in this but only when using sd footage from dv tapes, I haven’t encountered this with my hd footage.
    But I think in your case it sounds like your footage doesn’t match your sequence settings, have you tried your footage in a new project with a different frame rate or aspect ratio?

    This has happened to me too, when using a h264 file from after effects. I found that a simple colour correction or using levels in premier fixed it.

    soundbible.com has some royalty free effects and noises on there to use, also if you need music shockwave sound are pretty good I’ve used them myself and it was about £12 for a license for a song. Hope that helps
