I was battling this one for quite some time, and i managed to find the little rascal…
Select your comp view, pull down the little menu in the top right corner and select “View Options” (view options can also be found under the View menu and is grayed out unless your comp view is selected)

You get the View options menu and the one you’re looking for is “Handles” click it on and ok it.
Now you should be able to see the transform gizmo when you select the null layer.
