I stumbled upon your post while looking for the same information.
It’s bad that Vegas doesn’t have Track Motion for each separate clip (Video Event).
Pan/Crop always looked weird to me, counterintuitive.
After messing around a bit I found out that, when Auto Ripple (Ctrl+L) is active, the Track Motion keyframes move along with your Video Events. I thought this might help on your case.
