Hey Joe,
24P is a tricky format. If you are digitizing it with anything but firewire, Final cut may be transcoding the footage to 60i and adding back the duplicate frames that would be removed if Final cut is set to 1080 24p thru firewire. If the final output is to be delivered on anything that wont be played back on a computer monitor, or anything played at 60i, the duplicate frames will be played back with stepping in any horizontal pans. If the footage stays at 24F and played on a digital monitor, the stepping will not be noticed. It is important for final cut to be set correctly. The easy setup is the best way to insure the footage is digitzed correctly. Not sure why you would be going to Pro res and not staying native dvc pro hd.
