Foreground Level is set to 100 so that’s not the problem. I’m not sure what you mean by effect monitor. On the left side of the timeline I can see the tracks oval buttons. On each of these tracks you can click the right side to specify which track you want to monitor. If this is what you mean by effect monitor, V2 is the track that is monitored

Render On-the-Fly is checked. Anyway I have tried rendering the effect without luck. It is very annoying because on all the PIP-tutorials I read the video shows in the wireframe but not on my computer.
