It looks to me as if this is not an effect, as much as a very well done hand drawing from a reference photograph. The black outlines could have been done in Illustrator or Photoshop, and the fill area, with all the colors and detail, looks hand drawn to me, although it might have used a “cartoon effect”:
Overall, I would say that it was done by hand, and by a skilled illustrator (although I could be wrong).

Another great place you can do online research is another well-known library – The Library of Congress. There is an immense online archive which is available to all of us (our tax dollars at work – for once for something worthwhile!):
I have found stuff here that has just boggled my mind, from architectural drawings to historical photographs, to art and period political cartoons…you get the idea. Good luck with the project!

The best way is to avoid the camera altogether and use a screen capture utility such as Camtasia (there are others for both Mac and PC, but Camtasia is cross-platform). If you really have to shoot with a camera, you’ll need to match the frame rate of your camera as closely as possible to the refresh rate of the monitor:

I’m not saying you don’t see it, I’m just saying I’ve never run across it. Windows only as well. Never seen it on XP, Vista, or Windows 7.

Interesting, and, I’m sure, frustrating. I have never run across this issue in all the years I’ve worked with After Effects (6, 7, CS4, CS5.5, CS6, and CC2014).
Are you sure it’s an AE issue, and not a video card issue?

Well, needless to say, I think that laying out the smallest possible grid, either with guides or placeholder files would be the way to start. I would also strongly suggest that you do this in After Effects, which would make it much easier.
In AE, I would use a script such as Advanced Composition Grids, or Motion Boutique’s free script, Collage:

Collage would give you the option to setup your initial layout from placeholder layers, and then randomly generate ideas for additional layouts. On AE Scripts site, there’s also Gridder, and Layers2Grid, which might help out. If you have a solid visual concept in your head, you may not want the ability to brainstorm, using the tools above, so my main suggestion would be to create a bunch of comps within a single project, one for the 48 space grid, one for the 3 images, one for the 5 images, etc., using placeholder layers, which you can then replace with your final images. You could also do this in Photoshop, but I think that After Effects would give you the most flexibility.

I would suggest using a Displacement Map. Make a copy of your graphic, then use the water image as the displacement map:

Thanks for the info on Photoline. While I’m not in the market for a new image editor, it’s always good to know what’s out there, and that there’s competition out there for Photoshop. It keeps Adobe from getting too complacent.
