For the peel effect, you need to peel off one shot and go to the next.
Use both shots on the same video track and apply the effect.

If the luma and peel don’t work together, another solution would be to treat the luma keyed shot as a shot by exporting the luma keyed shot as a movie/avi and reimport it back to the project and timeline. To do this you must be sure that you wont want to change the luma again.
