Forgot to mention… If you do use that codec you’ll likely want to check the “enable null frames” option in the configuration for screen captures.

I was getting a similiar distortion on Premiere. Although for me it was more of a “skipping” then a “shaking.”

At any rate, I finally resolved the issue by using CamStudio and the Lagarith lossless video codec to capture my footage. You can find it here: https://lags.leetcode.net/codec.html.
