Wendall, please pardon my confusion after reading your post.
In your first paragraph, you state that pressing the Next button takes you to the menu, but then in the following paragraph you write it sometimes works but most times it freezes the player. Is the first paragraph describing your expected behavior, and the second paragraph the actual behavior occurring?
Do I have the right take on this yet?

What should happen is when you press the Next button, the chapter end action executes. This takes you back to your menu, right?
What buttons do you press from the menu at this point?

Not sure I fully understand the problem – you’re referring to Next & Previous buttons on the DVD player remote control, yes?
Have you got chapter end actions or overrides in your project?

Encore’s Blu-ray output doesn’t support region or country information, so you should be fine.

You’re exporting to Flash from Encore, right? I just use the settings in the Build panel – each one I used gave acceptable results. I haven’t encoded any FLV files in Adobe Media Encoder yet.

Hi Gina – I do have CS4, but I admit that I’ve only done a few Flash exports with it and none with lower-third graphics.
Everything looked OK for me, but again, I had no lower-third overlay content.

Try a ratio calculation of frames (24 subtitle fps in PAL for 25 fps) and apply that ratio to 29 frames for 30 fps NTSC (29.97 really, but who’s counting) and round it to the nearest frame. You should be able to do something like that in Excel with a formula. There might even be a template out there on the web somewhere that does this already.
You might also want to look into a dedicated subtitling application – Lemony or others. They may have a function that does this for you. If such features exist, this could be the most painless method.
The lazy/poor man’s way is to just ignore the differences, which guarantees your subtitles will be not frame accurate (off by no more than 2/15ths of a second), but the real risk in this approach is the duration of your subtitles might crash into the next subtitle, which will cause an error condition when you import the script into Encore (you’ll lose the offending subtitle clip). This might work for you anyway, or not.

Encore will only import a 5.1 audio stream that is compressed as either AC3 or DTS.
I suspect your camera creates a muxed MPEG-2 that has the video and audio combined, which probably will import but will be problematic. Find an application that will strip the audio out, and if it’s Dolby Surround or DTS, then you’re in luck, and you should be able import the video and audio streams into Encore without the need to re-encode.
Otherwise you’ll have to encode the audio to those formats elsewhere, and then import them for use in Encore; or mix them down to stereo audio and import that into Encore.
