I had it sort of backwards (apologies).
24p MPEG-2 is supported, but it should have the pulldown flags for 29.97 fps on a non-progressive display. The big advantage to using it is you can encode to MPEG-2 with less compression (and higher quality), since there are approximately 6 fewer frames per second.
I cannot claim expert knowledge in this area, so I’ll defer to any experts here, and advise researching more online if you have more questions.

I don’t know why anyone would produce a 24p MPEG-2 file. It can’t be used on a DVD-Video disc.

For DVD, there is no 24p MPEG. All 24p must be transcoded to 29.97 fps with pulldown flags for 24p playback.

NTSC DVD players support only MPEG-2 files that are 29.97 fps. So the only way they can do 24p is with the pulldown instructions when the file is encoded to MPEG.

That sounds a lot like the “optimize stills” issue- Encore 1.5 and earlier can’t handle that setting in video files.
I’m not familiar with Vegas, but see if you can export without optimizing stills (in other words, export the AVI so each frame has the still, rather than 1 still and instructions to hold it for x number of frames). If you can get an AVI out that doesn’t have this “optimization”, Encore 1.5 should be able to handle it. If Vegas can’t do that, try transcoding to MPEG from there (if Vegas supports it), and then import the MPEG into Encore.
You could also upgrade to Encore 2.0, which supports “optimized stills” and offers many more and cooler features.

That’s fixed it every other time this issue has been reported. Quit Encore, do another search and delete both files, and then relaunch.

The feature is multi-angle video, and Encore doesn’t support it.
On Windows, the only program I can think of that offers it is Scenarist.
