I’m not sure why the list/icon view is changing when you leave a bin. Someone else might have the answer for that, but sorting by filename is as easy as creating a new bin in premiere – go to finder – click on the “name” tab above your clips in finder, so they are sorted by name, and then drag those clips into the bin.
The bin will show the clips in the order you bring them in — meaning if you finder sorted by date modified, and drag them in, they will come in by date/time, if you have them sorted by name in finder they will appear in the alpha-numerical order of the filenames.

Sadly, they have not fixed this in CS6 either.
