Usually there are 3 parameters for VBR encoding : target, maximum, and minimum bitrate.
In your video, I didn’t see the setting for the minimum bitrate. Are you sure this number is not too low? -
You’re right, my bad. I never used closed captions so I thought you were talking about regular subtitles.

What you have to do is to deal with the “menu color set”. You’ll find some information on how to use it using the following link :

Encore DVD only accepts TXT files, so you have to transcode your SCC using a software like Subtitle Edit.

Hi Keith,
I myself am in the position of sending a DDP fileset for mastering. I’ve send a small example project of 750Mb to the manufacturer for him to run some tests (especially for the macrovision integration), and it seemed to work.
I will send the final DDP set in about a week, I’ll tell you how it worked out!

Wow, I’m happy to see I’m not the only facing this issue. It really seems to be a (another…) bug from Encore DVD, since I can’t figure out any pattern that would explain the thin line.
I tried to save as the project, delete the problematic subtrack, and import in a new track the FAB file. Well, it gets better, but the subs that now have the line are not the same !
Getting a little bit desperate here.
