If your timeline settings are correct (Command+0) then the problem could be a bad DVD encoding. I had this problem before and I resolved it by choosing a very low speed (i.e Speed 1) and NOT “Best” when encoding & burning the DVD in Toast. With “Spead 1” a 15 min timeline needs 45 min for the DVD (encoding-burning in Toast 6 on my G5 2G) but the quality is fine.
