Yes, but you need a program capable of modifying a PDF in its native format, such as Illustrator or Acrobat.

Oh, I don’t know if it’s completely useless. How about these effects:

Checkerboard
Circle
Ellipse
Grid
Lens Flare
Lightning
Paint Bucket
Write-On
Timecode

Want any of the above effects in oriented in 3D space? Throw on a Basic 3D effect on the transparent video clip, after applying one of the above.

In addition, if you have any 3rd party effects that generate text, like 3D text, etc., they can use the transparent video clip.

I agree that many users will not use it. But it still has *some* worth.
