You’ve inverted the field order. Your source footage is likely upper field first, and En defaults to encoding as lower field first.
Create a UFF encoding preset En (use File | Edit Quality Presets) and it should fix the problem.

EDIT: Based on your last post, you may have inverted the field order in Pr, so you’ll have to fix that as well.

You have to embed the thumbnail videos in the background video for the menu. Then create highlight-only buttons in En that overlay the embedded thumbnail videos.

I don’t think there’s a one-size-fits-all solution. Sometimes 60i will be best (think scene motion) and sometimes 24p will be best (think film look). Try converting a few short clips both ways and see what looks best on your intended delivery medium.

You’re not missing anything. 1080p30 isn’t supported by En, and probably not by the Blu-ray spec, either (though I can’t say for sure without doing research).

Try this:
Remove each and every chapter marker end action. Set the end action of the main timeline to whatever you need (like the main menu). This will give you seamless playback for “Play All”. Set the Play All button to link to the main timeline.
If you don’t want the program navigation to take the audience back to a menu after each chapter, then just link each menu button to its respective chapter. You’re done.
If you want the audience taken back to a menu after each chapter, then create 18 individual chapter playlists. Set the end action of each *Chapter Playlist* to go back to the menu.
Make sure to remove *all* overrides from anywhere in your project.

You have to animate the buttons and render the motion menu before the preview will show you your animated buttons.
