Likely there is a setting in Compressor that Encore doesn’t like. One possibility is that Compressor allows encoding with open GOPs, which En doesn’t (usually) like. I’m not a Mac guy, so I can’t examine the range of MPEG encoding settings that Compressor has.
Encore is very finicky about what types of MPEG2 files it considers DVD-legal. That’s not surprising because it’s built on the Sonic Authorcore, which is the same one that Scenarist uses (Encore’s Authorcore is deliberately crippled to keep licensing costs down). Scenarist, by all reports, is the most finicky of all when it comes to accepting MPEG2 assets.
Perhaps exporting an MOV file from your NLE and importing that into Encore for Automatic Transcoding would work for you?

Put all three timelines into 3 different playlists. Each playlist will list the timelines in the order that you want.
DO NOT try and use overrides at all to create the disc navigation.

Check for failed case fans/other sources of overheat. Rendering is CPU and disk intensive; hardware problems can show up during rendering that don’t appear during less demanding tasks.

1. Have you searched your system for that file? It’s location might provide a clue.
2. Are you sure the file in question isn’t mediafoundation.dll?

First, try creating a new user account with Admin privileges and run Encore from the new account. Does everything work OK?
If not, then with all the Windows updates, it’s possibly a driver issue. Please update all of your video and audio drivers.

Either use an untranscoded video file that has audio like AVI or MOV, or a multiplexed (muxed) MPEG2 file that contains both audio and video. Muxed files usually have the .mpg file extension.

FWIW, in Encore CS4, I can set the loop point anywhere I want when a transcoded MPEG2 file is used as the menu background, even outside of GOP boundaries.
I’m on Windows Vista 64-bit.

Please confirm you are talking about setting a loop point at one second and 17 frames?
If so, apparently En can only loop the menu at I-frames, which is why you have a choice of 00;01;17 or 00;02;02. Notice they are 15 frames apart, which is the GOP length.
If you’re using transcoded MPEG2 files for the menu background video, I don’t know any way to circumvent this behavior. It’s possible that using an untranscoded .avi or .mov file would let En force a GOP at the loop point, much like it does for chapter points when the the timeline video is untranscoded.
What is going on with the background video that 2 seconds and 2 frames won’t work as a loop point? It’s less than half a second beyond where your button animation stops.
