just figured it out. i’m switching from fcp so i’m not all that familiar with some of the premiere pro terms and techniques.
anyway, the track must be active, to make the track active you have to click in the track itself on the far left of the timeline panel. i attached a photo here. i hope this helps.

Did you ever resolve this? I can’t figure it out for the life of me. I’ve reassigned different keys. etc., but like you said, it seems to be a problem with function itself…
