I’ve been thinking about this but have not yet been able to come up with a way to do it in PrPro alone. You’d need some sort of ‘pin-to’ effect. I think you’ll need to use After Effects, but I’m still hoping someone else might suggest some method I didn’t consider.

Inside PrPro, set the Clip/Speed Duration setting to the desired % and note the duration that it changes to inside that same dialog. Then in AE, make sure that whatever stretch factor you use yields the same duration. Yes I think it would need to be some sort of “lossless” image format because anything video will always involve a codec. I’ve never tried it though so can’t verify if/how it would work.

Try selecting either of the two clips instead and that should show you the transition boundaries for that portion of the clip, extending into its neighboring clip(s).

Based on feedback from customers, Speech to Text did not meet their needs as well as was hoped. So it was removed from Premiere Pro 2014 as well as Prelude and AME.
