If there is no red bar above over that section of the sequence then premiere won’t render it. It may not be playing because it is too much for your system to handle. You could try exporting the png sequence to .avi or another format then bringing it back into your project for rt playback. Are you trying to export a finished seq or still tweaking?
There is a reset button on the back of the deck. Try resetting the deck while the capture window is open. Have you tried starting a new project to see if the deck functions correctly? Good Luck.
Have you tried setting the title positions to even scan lines in the motion tab for each title? This usually fixes issues that I haved had in the past. Let me know if you have found any other fixes. Good luck.

When you purchase your drive make sure it is a 7200rpm drive. A USB 2.0 drive should be fine for SD editing. I have use USB drives for editing on mac and PC and they function as well as firewire drives. Good luck with your project.

If the files are mxf then you could give this plugin for FCP a try. Just downloaded it but have not used yet. It allows .mxf import into FCP 6.0 and above. Its designed for p2 mxf but maybe it will save you the time of recapturing. Good Luck.
You can change the tape name in the browser window. It is set up in a way similar to the FCP browser. Just sidescroll over to the tab labeled tape name and click to make your changes. However the program does not ask you to confirm as with FCP. Good luck making the switch.
