– Right-click on the track header area in the Timeline panel and select the option to add a new track. In the dialogue box, enter ‘0’ new video tracks, ‘0’ new audio tracks, and ‘1’ new audio submix track.
– In the Audio Mixer panel, change the mapping of Audio 1 from “Master” to “Submix 1.”
– In the Audio Mixer panel, adjust the volume and panning of Submix 1 as desired. This will change all of the clips in Audio Track 1.
– If you would like to adjust the audio settings at different points in the sequence, go to the Timeline panel and add keyframes to the track for Audio Submix 1.

It depends on the quality of the footage and the time available.
– You will get the best quality by rendering the original project file and encoding directly with Compressor, but this will require more time.
– A mezzanine file will be helpful if you plan to make multiple versions of the video at different bitrates and/or resolutions. EDIT: This is essentially your DVCPro files, which have 4:1:1 chroma sub-sampling. If desired, use the project file to create 4:2:2 ProRes files instead.
– Re-compressing the 15GB file will be the fastest option. The quality should be OK, but not as good as the other two alternatives.Ultimately, try encoding a short test file using each method to see which one produces the most desirable results.
H.264/MP4 is a good approach, but there might be licensing implications for videos longer than 12 minutes.

Some NLEs can process mpeg/VOB files directly. However, if your NLE requires the MPEG footage to be transcoded, create an intermediate file using ProRes or uncompressed 422 YUV. PNG and JPEG2000 image sequences would also work, but there is risk of color conversion artifacts when transferring from YCC to RGB color.

Although the source material is anamorphic, you will want to encode using square pixels for web delivery.
The lower limit for compression of H.264 web video is about 0.07 bpp. Therefore your footage would correlate to the following:
(853x480x29.97 pix/s)*(0.07 bpp) / (1024 bits/kb) = 839 kbps
(640x480x29.97 pix/s)*(0.07 bpp) / (1024 bits/kb) = 629 kbpsA high quality target for H.264 web delivery is about 0.20 bpp, which correlates to 2400 kbps for SD 16:9 and 1800 kbps for SD 4:3.
Based on the data in your post it looks like the 16:9 version in iTunes is about 1.43 Mbps or 0.125 bpp. Depending on your desired level of quality, set the target video bitrate between 840-2400 kbps for your 16:9 480p version, and 630-1800 kbps for your 4:3 480p version.
The audio track would typically use AAC compression at 160-320 kbps.

The process is performed in Premiere Pro. The clips can be placed on multiple tracks. All tracks with the desired clips will need to be mapped to the submix track. Please refer to the following for more information:

DVD uses MPEG2-DVD with rectangular pixels. Online uploads should be encoded with square pixels, typically using the H.264 codec and the Vimeo or YouTube preset. Yes, you can do this by layering two adjacent frames above each other in a 25fps sequence. Please refer to the image and sample video below.
1) Create two 50fps sequences of the clip (A and B).
2) In one of the 50fps sequences, trim the first frame and slide the clip to frame zero.
3) Create a 25fps sequence and nest the two 50fps sequences above each over.
4) Reduce the opacity of the upper sequence so that both clips appear. In this example the upper clip is set to 50% opacity.
