Try Canopus Procoder 3 to encode from QT Movie to DVD PAL (VOB).

Then burning with Nero. I have done it for about a hundred time, and no issue of audio delay.

Try this.

From HD Project, Export as Quick Time MOvie. Setting Same As Source, 610/709 and Native Dimension of Aspect Ratio.

And then you make new Project of 25i PAL.

Import your Quick Time HD in Video Resolution of 1:1 MXF, 610/709 Non Square.

Maybe it helps. Like to hear the result.

As long as I can get from sites:

The PAL DV for DVCAM and MiniDV, and PAL 610 from D1 Material Footage.
