    two steps. For the actual spray, I’d use a particle system with really fine particles, Trapcode Particular is great for this. Then create the “sprayed on” element with a dissolve brush in Photoshop, and wipe the element on in sync with your particle system in AE.

    you could get an interlaced frame, where the interlacing is very apparent, and count he scan lines.
    Legal text should be 22 to 24 scan lines.

    not sure why you’d want motion blur on a lens flare, but there are two ways to do this.

    If the move on the lens flare (or offset effect) is linear, then a directional blur in the direction of your motion would replicate motion blur.

    If your move is non linear, you would have to use ReelSmart Motion blur by Re:Vison FX
