I would suggest that you render your AVC mp4 file from Vegas then use ffmpeg to rewrap it to mov.
You can use the following command
Ffmpeg -i yourfilename.mp4 -c:v copy -c:a copy yourfilename.mov
No transoding involved, very fast and no quality loss. -
RG Denoiser 3 is not compatible with Vegas, only with Adobe and Aplle softwares.

What are your project properties?
How many frame in your Gif?
Both must match. -
For Interlaced footage, set your project properties to Interlace, not Progressive.
It should then work as expected. -
Have you tried the proxy function in Vegas? Might help you as well.

Which codec is it? H264 or h265? The converter used will depend on that.
I would advise using cineform with Vegas.

The difference of color is “normal”.
Your original mp4 file has most probably a 0-255 luminance. Cineform files are decoded in 16-235 in Vegas. That why you see a difference of color.
As a side note, I would suggest to upgrade your computer because preview for 1080-60p footage should be smooth even at best full. -
Which Vegas 14 built are you using? Is it b211? First V14 built were well known for having the memory leak you describe.
What kind of footage are you using?

What is a benefit of using Handbrake and a complicated setup to encode video using x264?
Why not using free software such as Ripbot or Megui which accept frameserve file directly? -
