Hi, I can only suggest that you do a search for AE’s Cartoon Effect to see if you can find the tutorial. Your original has a hand painted background, the brush marks are what give it the texture – as mentioned Photoshop can convert an image to a hand painted look. The character however is block colours and outlines.

I see. The Colorama effect can do that by setting the Output Cycle to just your 3 colors (and unchecking Interpolate Pallette if you want hard edges and no midtones).
