25P and 50i are the same thing. The 50i means there are 50 interlaced fields . There are two fields per frame, so the frame rate is 25fps.

I don’t know about versions.
I’m not in front of my system at the moment, but when you have selected the clip to modify, and allocated the desired preset to it, click on the preset, and the Fill options appear towards the lower end of the dialogue box that opens.

Have you tried Scale to Fill under custom options?

I’ve had good results taking DV material into Avid, and then sending it to Adobe Medial Encoder via a QT Reference file for the uprez to HD. There is a “Scale to Fill” option available in the custom option in ME.

I’m on CC 2015.1.2. No filter packs have been installed. Stock standard PS installation.
I’m actually working with the filter now.
Under Preferences>Performance you have to have the “Use Graphics Processor” checked.

In PS go to Filters>Stylize>Oil Paint
