Thanks. From the details I am posting below (from Media Player Classic) it looks like it is a Variable Frame Rate video 12-60 fps which I guess Premiere can’t handle…?

It is split screen because it comes from a webinar capture which had a video camera input option for live broadcasting of the presenter and the Powerpoint. I only have access to this footage and I don’t have any more details. I am not worried about the final output format as I have control over that.
