I have those exact issues, its at least heartening to me that I am not alone with this situation. I also have a latest Mac Pro with the dual AMD Firepros and the specs have been maxed out.
I can edit a project quite happily for a couple of hours and then the same playback freeze/skipping frames issue that you have described starts to happen and once you have unknowingly saved that glitch into the project there is no escaping it. I too have tried changing all the settings, all the suggested permissions fixes and preference deletions.
Even if I take the project over my imac i5 and try to run it there, the same problem replicates.
My current workflow with CC 2014 is: edit for a couple of minutes, playback starts to freeze, save project, quit Premiere then force quite Premiere (it will save the project but the closing process will crash), reopen Premiere, edit for a couple of minutes …… and so on
I have been dealing with this issue for months now and is particularly embarrassing because I was asked at my new work what new system I would like for editing and chose what I thought was all the latest state of the art tech at a hefty price. I wish I could tell my employers its all working brilliantly, but frankly I wish I was back on an old G5 running FCP7 right now
