    You’re looking for a particle system to achieve that.
    Now, it’s possible to set up your own particle system using 1 layer per star and a bunch of expressions (Dan Ebberts created a very good tutorial here at the cow)

    But it’s usually easier to do it with a plugin.

    if you have AE 6.5 with the CC effects, there are some simple ones included in the Simulation menu.

    I suggest using “CC Particle Systems II” It has a “star” built in, set the gravity and velocity to a lower value (try 0.25)
    Then animate the “Producer Position” Change the colors etc.

    If you need some more power, i’m hearing a lot of good stuff about Trapcode’s “Particular” .

    Try animating some Fractal Noise that you stretch very much vertically, and that has a high contrast-ratio.
    Use an algorithm that’s more liney or wavy than just clouds.

    In theory, the CCD-noise layer, applied with the “difference” layer-mode should do the trick.
    Especially on a frame with such a dark background.

    Alternatively the trick I use in Photoshop to get rid of static CCD noise is this:

    – duplicate your main image, do a median high enough, so the noise is gone, don’t worry about the loss of detail. (you can do that with a precomp in AE)
    – Do a channel-mixer on your CCD-noise-layer: monochrome, and with R,G & B all set to 100%
    – Use that Greyscale image as the Mask (Luma Matte) to your Median Layer.
    – Fine tune the levels of your mask.

    Now you’re doing a median, only where there’s static CCD noise.

    Can’t garantuee that SA Color Finesses Vectorscope is as “carved in stone” good as that scope plug-in,
    But See what the network says.

    Try using the Color Finesse Filter instead of the Broadcast colors, it has Luma and Chroma Limiting and some software vectorscopes where you can see how hot the video is, and how the histograms are responding.

    Setting it to something like this:

    Soft Clip Knee Level: 60
    Soft Clip White Level: 80
    Soft Clip Max Leve: 110
    Luma Hard Clip Level: 75-80

    Chroma Max Limit: 100
    Chroma Min Limit: -20

    Should keep you within 75 IRE
    Experiment a bit to see what those sliders do.

    Chroma should not be an issue at such faded levels, but I threw in a little limiting.

    The default settings should be to NOT purge the RTam every few frames.

    Don’t know if that would help though, depends on the project.

    Hold shift when you go into the preferences, now you have an extra category named “secret”
