You don’t need an action. Depending on the number of vertical images you can select all the vertical images in bridge (file browser) and use the Edit > Rotate commands.

I forgot to add that those images depict —

the original on the left

in the middle a new empty layer is added on top of the original with a brush using the RGB color indicated

on the right is the layer blending mode changed so the color effects the underlying hair
