What you have is the only option I know of.

Create chapter markers between each question. Set Chapter End Jumps for each chapter targeting another track which contains your answer. After the answer return back to that same chapter.
The only thing to keep in mind is that MPEG 2 video is not frame accurate when creating chapters. You are generally limited to every 15th.

Ive never seen that before. Could it be possible to author a new disc again and have them check it?

I wish I had an answer for you but have you considered redoing the project in Do Studio? Encore has never been a professional authoring tool.

Almost all MPEG 2 encoders are software based these days. With a fast system you can get faster than realtime with Cinemacraft SP….buts its PC only. Cinemacraft makes a FCP plugin encoder but I haven’t used it. Not too much stuff for the Mac unfortunately.

Delivery on a USB pen drive. This is a common issue with DDPs on burned discs. Also did you deliver the discs UDF formatted?

Encoding for BD is a bump down as well. You cant make a mountain out of a mole hill. Your resolution is already set to SD. Throwing higher bitrates at it wont make it better….just SD with with more bitrate.
Maybe you’re confusing quality and resolution? Of course all this depends on using high quality encoding. All bets are off if you dont have a good encode for DVD to start with. In other words, the eye wouldn’t be able to see the difference between a properly encoded MPEG2 stream for DVD and the same stream encoded for H.264 for BD at 4x the bitrate.
