Larry is one you need to be talking with. He’s the guy who wrote the tool at Rivergate Software and often roams these threads.
You need to be super careful when using Encore to go to replication…..it has tons of issues. I wouldn’t call on anyone but Larry in this situation as you have found out
Personally I believe you should leave a replicated project to a company which does BD specifically. There are too many pitfalls and it will get expensive if things go wrong. Just my opinion….BD production is not DVD….not even close 🙂

Too much video to be on a SL disc. You’ll need to go DL unless you want to bump the bitrate down below 4 Mb/s….around 3.5 to be exact

None of that makes a difference. Theres something missing info wise…..but if it works who cares 🙂

NTSC DVD is 720×480. You need to export out a 720×480 uncompressed file and encode that. Your bitrate is determined by the length of your project. Also you’d want to use AC3 audio to Allow more bandwidth for video.
To get the best quality possible, I’d pay a DVD expert to do the work . No offense but compression is an art form all itself. Many prosumer encoders are really bad….Compressor is one of the worst of them.
You wouldn’t hire a DP who doesn’t have years of experience or a lighting director who’s never rigged a set? Why do the same with the final step of all you’re hard work?

Cheap and easy isn’t possible. You need to get an authoring tool like encore to authoring the disc.

It’s most likely a player issue…..i dont know of any truly reliable software players. If the disc plays on a set top , you’re disc was authored correctly

I wish I had a direct answer but I can rule out the AUDIO_TS folder. That was reserved for DVD Audio spec

If youre watching it interlaced, then its probably a moire effects from interlacing. Smaller objects and certain patterns will cause this.
