No, that does what it says. You want to scale larger than the framesize to fill the frame without distortion. However there will be a hit in quality.

One way is to use scale to make the 4:3 footage fill the 16:9 frame.

Reportedly there is no problem with them co-existing, however uninstalling CS3 afterwards will cause problems for CS4 without the 4.0.1 update.
