Maybe post some system specs, a screen grab of Premiere Pro and possibly a sample file of output with the jaggies.

Make sure your program and source windows are set to “full” and not 1/2

Two things.
1 – when you send the sequence (or a clip, or a series of clips) over to After Effects, you will create an .aep file which is an After Effects Project file. In order to edit it again, you merely have to right click ‘edit original’ and you’re back in AE. Actually, if both Premiere Pro and the accompanying AE comp are open if you make a change in AE, it will automagically show up in Premiere Pro.
2 – Have you tried the “ultra Keyer” in Premiere Pro? It is remarkably good and there are some broadcast shows that are using it with good results.

I don’t see that you answered whether you were viewing at full res in the program window and if you tried it as a PNG. The first is important, the second most likely not…
One other thing to try is to trash your prefs and/or clean your cache. Again, not necessarily going to help it, but it won’t hurt either.

Assuming that is maxed out. Question – do you find that a good deal given what is in the marketplace at this time?

Try a new project and turn off the Matrox and see if that does anything. Beyond that, did you ensure that your PSD file is at least 72dpi? Frame size of PSD is same as the frame size of the sequence?

Have you tried save as legacy and/or embed audio?

how full is your drive? how much consistent throughput do you get out of the external connection. If you move it to another drive, does the problem go away? Have you tried to turn on the GPU even though it doesn’t meet the minimum requirements for GPU RAM?
