Chris, I’m glad to have found your thread. I’m experiencing the exact same problem with AE CS3 only AFTER changing out my hardware (motherboard, CPU and memory) otherwise same hard drive, same operating system as before (XP), same Service Pack 2, same base installation of software, same version video drivers, etc..)
I perform several PC installations so I know this is not something I did differently “this time” that I didn’t do last time. I used the same DVD with all my standard software.
In fact, I am going to put my hard drive back into my old PC just to see how AE CS3 works and if I have the problem or not. This would certainly prove that it is in fact the hardware. So what is my new hardware?

I tried slowing down some speed in the BIOS – no luck.
I tried changing several of the preferences in CS3 as per Adobe’s suggestion https://kb2.adobe.com/cps/402/kb402244.html – no luck
My hardware before was an HP DC7600 workstation with an Intel pentium D 3.3GHz processor, no issues. I noticed you are also using a Gigabyte brand motherboard… I was going to actually buy a Core 2 Duo E8400 just to try and see if its the processor, but looks like that’s what you are running and no luck.
Can you tell me if your processor is socket 775?
