To make 23.98 into 29.97 you simple need to add a pulldown to your mxf files. You may want to check out DVfilm Raylight MXFX. You can use this to add pulldown to your unprocessed .mxf files. You can also use it to rotate, resize, and noise reduction.

To convert NTSC HDV to Pal DV you could convert the NTSC to 720×480 with AE and than use DVfilm Atlantis to convert it to PAL. If you want to do the entire process with AE you could interpret footage at 25fps in a 720 x 480 composition. This will convert your video. You will than have to speed up the audio by 4% in your editing software.

    Hope this is helpful

  • Don’t know much about green screen but to make 60i into 24p you may want to check out DVfilm Maker. It will de-interlace to 24p and you can also add grain and film motion. You can also use it to add and remove pulldown. You can download the demo here

  • Playing FCP dvcpro .mov is definitely possible in Vegas. You just need Raylight decoder. Decoder will enable you to read dvcpro50 and dvcprohd. If you need to render out to these formats you will need Raylight Encoder Pro. Encoder Pro will enable you to read and write dvcpro50 and dvcprohd. You can download the demo here. Decoder & EncoderPro

    Hope this helps,
