I couldn’t figure out how to use a keyboard shortcut to step back or forward one second at a time. Then I remembered seeing somewhere online that you can assign buttons on your mouse to do things in Premiere. So, after some research, I found out that you can use the software of you mouse to assign hotkeys, but my mouse doesn’t come with software. Then I found a software that can work with any mouse (but only if the mouse just has two extra buttons). It is called X-Mouse Button Control. With it I was able to assign the two side buttons to step back or forward 1 second on the timeline. For button 4, you select “Simulated Keys” in the dropdown menu, enter {NUMLOCKON}{NUM-}{NUM1}{NUM0}{NUM0}{NUMENTER} then hit OK. For button 5, {NUMLOCKON}{NUM+}{NUM1}{NUM0}{NUM0}{NUMENTER} then hit ok. Then, you click on “Apply”, and now in Premiere you can step back or forward 1 second at a time using the side buttons of the mouse.

I had the same problem, but after tinkering with settings, it became fine.
