Compressor will do a nice job of this too because it has the optical flow engine from Shake built into it. The best thing to do is test a few clip and come up with somethiing that works weel for your footage. You can also to your scale and Crop if you set up the right preset. Just test it.

If your deck and sequence are set to NDF and that is the code you record on the tape then it is NDF.
FCP only ever sends the first frame of TC after that it is all what you have laid out. So you will actually be recording NDF code.
To check it go through some specific frames to find, particularly with numbers ending in 28, 29, 00, 01 etc. If you always see 29 then you know it is drop frame code. There is a specific hour that always drops the 29 in DF code but I can not think of it at this moment.

This all looks good bujt you could actually bring the D-Beta deck in house and do all of your downconverted outputs to d-beta throught the K-3.
What are your plans for color correction when going to SD?
The HD and SD colorspace is different and you really should think about doing a HD to SD downconvert using media manager, then color correct the SD footage in the SD colorspace.
You COULD do this.
Media manage the final timeline to SD ten bit uncompressed and then do all of your color correction, etc, render that as a final output.
Save your HD sequences for recapture at a later date if they ever want an HD master.

I have seen this on long tape captures but I haven’t heard of this from P2.
Are the files playing in sync in the viewer (if they are not in the timeline)?
Have you tried making a 1 or two frame edit on the first cut? (call me crazy but I have seen this work many times)

Capture it firewire.
drop it all into an HDV timeline.
Set the LH to do hardware downconvert to SD.
edit to tape your timelines to d beta tapes.

Typically you would load filters onto clips once they are placed int he timeline. So when you’ve edited the clip in, then double click on it to start addind filters. Then the clip you are affecting is displayed in your OP monitor.

I have found that if you are laying off to tape and you have BOTH the input and output connected you will see these errors.
Try this next time.
Set it to freerun
Connect only the output when doing the layback
Coneect only the Input to the card when screening what you ahve laid back or capturing.David
