Yes and no. The problem for you is that you are going from HDV to SD and as such you need to deinterlace your footage.
There’s a chapter about Frame controls in the compressor manual and if you search this forum there plenty that has been posted about them.

Why do you use Toast to burn your DVDs?

Ah yes, you’ll need to get Episode from Telestream to go to a lower bitrate.

Next step is to use Appzapper or even better CleanApp to remove all traces of compressor and Qmaster restart, repair permissions and then reinstall.

You could use compressor and you’d get watchable quality (depending on your source format) but only if you used a Dual-layer DVD

I’m guessing you are not using compressors ‘frame controls’ to perform the scaling and deinterlacing.

How do you know it’s incomplete?
Are you creating an HD MPEG-2 file?
Have you tried playing it in VLC?
