Getting 15 hours onto 2 x dual layer DVDs is going to reduce the picture quality to a fairly worthless mush, even with the best MPEG-2 transcoder out there.
I’d suggest either cutting down the 15 hours or using more DVD’s!
What compression applications/ DVD authoring applications do you have access to?

You still haven’t said what is going to be done with the footage once you’ve put it on DVD(s). Is it going to be broadcast, compressed for the web, viewed on a PC/Mac or played back as if it were a DVD movie on a DVD player? Or…..?

Leave the content for broadcast as it is, do not recompress.
For the rest, it really depends on what you end up wanting to do with it. H.264 offers the best efficiency (Quality/Filesize) but there are so many other factors that should be considered before embarking on transcoding over 15 hours of material.
What do you want to do with those 15 hours worth?

Actually MPEG-1 allows frame sizes over 4000×4000, it’s just that some (most) transcoders don’t give you that many options with MPEG-1.
Digigami do the best MPEG-1 encoder for the Mac – the quality of their HD MPEG-1 is pretty impressive:

Err, how long is it? – Whatever, I wouldn’t worry too much about the file size, if the picture looks good and the sound is good and in synce then you should be happy

Squeeze is another option but in my opinion is not as good as Episode.
