BluRay video format is typically H.264 but can be MPEG-2. Both are wrapped in BDMV/BDAV.
Handbrake will allow you to select chapters, if there are any.
There are loads of tutorials on Google for Bluray ripping

No they’re not in the whole scheme of things.
8K H.264 is in theory ‘illegal’. 8K resolution is not part of the spec.
That said, you could try ffMPEG or mencoder or Handbrake or any other of the x264 solutions out there but I doubt you’ll have much luck.
